If a person writes a will they would appoint Executors to deal with their affairs after they have passed away.
The Executor would be responsible for applying for the Grant of Probate and dealing with the administration of the estate.
If an Executor does not wish to act then can either renounce (aka Renunciation) and have nothing further to do with the affairs of the deceased alternatively they can reserve their power provided another executor has also been appointed within the will. Finally they could appoint somebody else to deal with the affairs on their behalf by signing a Power of Attorney.
